Gov. Inslee signs nations first state net-neutrality bill

"We've led the world in commercial airlines, we've led the world in software, and today we're leading the world in net neutrality", Inslee said during the bill signing ceremony Monday.

"This is a flawless example of why you need states' assistance when you've had the federal government walk off the job and go to the donut shop", Inslee said.

States have fought back in the courts and by executive orders withholding state contracts from any ISP or carrier which violates net neutrality.

The state of Washington has put its foot down on the U.S. Federal Communications Commission's (FCC) net neutrality repeal, passing a new law that instead safeguards these protections. "We know that when D.C. fails to act, Washington state has to do so", according to Gov. Inslee, who steps in on a long and proud tradition of states defying D.C. on various undertakings they don't agree with. The dismantling of the nationwide rules, approved by the Federal Communications Commission past year, set off a fierce outcry from consumers and tech companies.

Chairman Aji Pai argued that it would lead to greater investment in broadband infrastructure because service providers would have new avenues to make money.

Gov. Jay Inslee has signed a measure making Washington the first state to set up its own net neutrality requirements in response to the Federal Communications Commission's recent repeal of Obama-era rules. And it will prohibit them from favoring certain traffic for the company's own benefit, a practice referred to as paid prioritization.

Last month, the Oregon House of Representatives passed a bill requiring state and local government to acquire only broadband access from companies complying with Net-neutrality standards.

At least 20 other states are considering similar legislation.

"We feel very confident in our position", Inslee said.

The FCC's repeal of the rules should go into effect by April 23, though now that the clock is ticking down, the repeal is facing mounting pressure in the form of legal challenges.

But Hansen believes that the FCC relinquished its authority over net neutrality rules by rescinding them nationally.
