IL enters third year without budget after lawmakers miss midnight deadline

"While the majority in the General Assembly has been unable to move forward with a balanced budget, it has found the time to inflict further abuse on IL taxpayers".

Republican State Representative Pritchard says a test vote passed 90 to 28 in Illinois House Friday morning, showing lawmakers support a balanced budget that is being negotiated now.

Negotiations are continuing, but the House adjourned for the day.

Rep. David McSweeny, R-Barrington Hills, echoed Ives sentiments.

While the House scheduled session on Sunday to take up a revenue package, the Senate is not slated to return until Monday.

"Much work remains to be done".

The next 24 hours will be crucial in sealing the state's fate.

Saturday was the first day of the third straight year without a formal budget plan for IL, which has a backlog of unpaid pills estimated at $15 billion.

The Illinois Department of Transportation has said almost 700 roadwork projects would stop, putting an estimated 25,000 people out of work, because the state can't spend money collected through the gas tax without the Legislature approving an appropriation.

In a surprise development, House Republicans rose to back a key vote on the spending plan.

Durkin said he committed Republican votes on the appropriations measure as a "gesture of good faith".

"I think what you saw was the result of intense negotiations that have been going on with rank-and-file (members)", Brady said. "Tensions have been very high". Not just to get passage but to bring us past 71 and that to me is my commitment to you that we continue our work today. "The notion would be that we've got to pay those down, and then there's also some revenue that would come to the state when we pay these Medicaid bills through a kind of federal match".

"We are close", Durkin said. "But folks, bear with us".

Saturday marks the first day of a new fiscal year - meaning the state will enter its third straight year without a budget.

"What got IL in trouble over the past 12 years was passing spending bills but not tying it to revenue, so we would continue to spend more than the revenue coming in, which put IL in its debt situation", Syverson said.

Rauner has said he would sign on to tax hikes only if lawmakers also approved reforms to lower state costs and improve Illinois' business climate. Lawmakers may, however, have a short window of leeway given that the holiday weekend. "Momentarily, I will send a message to the bond rating agencies asking them to defer any further opinions relative to the credit rating of the state of IL until we've had sufficient time to finalize our budget making".

"I am hopeful that the governor will recognize these compromises". It relies on more than $2 billion in spending cuts and a likely increase in the income tax to raise $5 billion. Still up for debate is whether it would take effect starting in July, or whether it would be retroactive to January.

Rauner has demanded cost-cutting changes to workers' compensation laws, which he says are needed to lure businesses to IL. Madigan has his own demands, too.
