British official says bomber was somewhat known

Crowdfunding campaigns have been launched to help two homeless men who reportedly rushed to help victims in the moments after a blast from a suicide bomber killed 22 at an Ariana Grande concert in England Monday night.

The attack left 22 people dead and more than 60 others wounded.

U.K. Home Secretary Amber Rudd criticized US officials for leaking details about Monday's terrorist attack in Manchester, warning Britain's ally that it should not happen again.

"It was more sophisticated than some of the horrific events that we have seen in the past or in other parts of Europe so people are reasonably wondering whether he did this on his own", she told BBC Breakfast.

One was just 8 years old going to a concert with her mom and another was a "superfan" who idolized pop star Ariana Grande.

The U.K.is now at its highest terror threat level for the first time since 2007.

Rudd said that as many as 3,800 troops could be deployed to patrol streets across the United Kingdom and guard vital locations, such as Buckingham Palace and the prime minister's residence at Downing Street.

She said up to 3,800 soldiers would be deployed on Britain's streets, freeing up police officers to carry out patrols and investigatory work.

Officials believe this will allow police to fight the threat of further extremist action against civilian targets, amid fears that another attack may be imminent.

The Houses of Parliament have been closed for visits. "Making a bomb of this sort requires a certain level of expertise and competence", the source said.

"We are now treating 64 individuals. of those approximately 20 are receiving critical care, that means very urgent care", he told Sky News.

He said he immediately suspected the arrest might be linked to the bombing since "somebody told me they were Libyans, or I read it somewhere".

If confirmed as a terrorism incident, it would be the deadliest attack in Britain by militants since four British Muslims killed 52 people in suicide bombings on London's transport system in July 2005.

Collomb's comments came after Rudd slammed the U.S. for leaking information on the attack investigation as "irritating".

Including an arrest that was announced Tuesday, police have now said they've made five arrests related to the attack.

Two Polish parents were also killed while collecting their daughters from the venue, the Polish Ministry of Foreign Affairs has said. "These are highly traumatic injuries".

Callander's school, Runshaw College, north of Manchester, identified her as a student studying health and social care.

Before the Manchester attacks, Prime Minister Theresa May had said that Britain would continue to share intelligence with the US and that she had confidence in the relationship between the two countries. "In any case, [his] links with ISIS are proven". He did not elaborate but said it's unclear whether Abedi was part of a larger network of attackers.

Rudd also expressed her displeasure at USA officials for leaking information on the perpetrator to the media as the investigation was still unfolding. Saffie Rose RoussosChris Upton, the headteacher at the Tarleton Community Primary School, where Saffie was a student, released a statement calling the girl's death a "tremendous shock", according to ABC News.
