North Korea test-launched a missile on Sunday that many experts believe could be its most advanced yet, flying higher and longer than any previous missile.

"It is actually North Korea trying to intimidate the global community", Haley said, "and Russian Federation itself should be concerned because that ballistic missile test was a signal to South Korea for their new elections, it was a signal to Russian Federation in how close it got, it was a signal to Japan being in the region, and it was a signal to us".

She said North Korean leader Kim Jong Un is "paranoid" and thinks that the United States is trying to promote regime change and that there are people trying to assassinate him.

North Korea was also under scrutiny by investigators looking for the source of a major cyberattack affecting more than 150 countries, but the European police agency said it was still too early to determine who caused the chaos.

South Korea's military said it could not yet verify the North's claims.

South Korea has "been informed only of the fact that the North Korean missile was detected over the phone and through word of mouth".

He made the remarks after a closed-door meeting among the 15 council members on the issue of North Korea.

Speaking to reporters ahead of an emergency meeting of the UN Security Council, Haley vowed to "call out" countries that support Pyongyang and its nuclear ambitions.

The test came as worldwide powers engaged in a carrot and stick strategy with North Korea. She said that when China put economic pressure on North Korea, other countries were trying to fill the void, which she said the U.S. would not tolerate.

In a unanimous statement backed by China, the council on Monday agreed to take further significant measures, including sanctions.

"We are willing to talk, but not until we see a total stop of the nuclear process and of any test there", the U.S. envoy, Nikki Haley, told reporters ahead of a closed-door Security Council meeting.

North Korea has repeatedly said it would not abandon its missile and nuclear programs unless the USA ended its hostility toward the country.

The Security Council first imposed sanctions on North Korea in 2006 and has stiffened them in response to its five nuclear tests and two long-range rocket launches.

Haley said the Security Council is going to send a strong and unified message to North Korea that "the worldwide community wants to support you but as long as you test, and as long as you continue your nuclear program, you are on an island by yourself".
