The North fired a ballistic missile that landed in the sea near Russian Federation on Sunday in a launch that Washington called a message to South Korea, days after its new president took office pledging to engage Pyongyang in dialogue.

"North Korea's latest successful missile test represents a level of performance never before seen from a North Korean missile", Schilling wrote. Hawaii is roughly 7,000 km from North Korea.

The statement stresses the importance of working to reduce tensions and maintain peace and stability on the Korean peninsula.

"The members of the Security Council expressed their utmost concern over the Democratic People's Republic of Korea's highly destabilizing behavior and flagrant and provocative defiance of the Security Council by conducting these ballistic missile launches in violation of its global obligations under United Nations Security Council resolutions (...)", the Security Council said.

Sunday's test is also the first from North Korea since South Korean President Moon Jae-in took office last week.

Kim Dong-yub, a professor at Kyungnam University's Institute of Far Eastern Studies in Seoul, South Korea, told Reuters that the launch is an advancement that exceeds most expectations on what North Korea's missile program could previously do. Joshua Pollack of the US-based Nonproliferation Review said the lofted trajectory of the launch would test re-entry by putting the missile through extra stress.

The United States is in talks with China - Pyongyang's sole major ally and main trading partner - on a possible new sanctions resolution and the council is expected to discuss its steps during a closed-door meeting starting around 2000 GMT Tuesday.

"It appears to have not only demonstrated an intermediaterange ballistic missile that might enable them to reliably strike the USA base at Guam, but more importantly, may represent a substantial advance to developing an intercontinental ballistic missile".

Swedish U.N. Ambassador Olof Skoog said the council needs a firm, united response but "we also feel there needs to be openness for a conversation for dialogue".

"(The worldwide community) has the shared view that North Korea's nuclear and missile provocations pose a grave threat to peace and security in the region and beyond the peninsula", Lee Duk-haeng, ministry spokesman, told a regular press briefing.

Davis said China's opposition to the deployment is "perplexing".

The US military's Pacific Command said the type of missile that was sacked was "not consistent with an intercontinental ballistic missile". While North Korean's arsenal of missiles is becoming clearer, there is less certainty about how developed its nuclear program is.

North Korea says Sunday's launch was of a new type of "medium long-range" ballistic rocket that can carry a heavy nuclear warhead.

Earlier this month, Pyongyang accused the two intelligence services of a failed plot to assassinate Kim with a biochemical bomb at a military parade in Pyongyang.

The test is unlikely to mark a new phase in North Korea's missile and nuclear ambitions.

Prime Minister Malcolm Turnbull told reporters in Sydney on Monday that North Korea's conduct was "reckless", "provocative" and "unlawful".

The White House reacted by calling for stronger sanctions from other countries around the world.

North Korea's state media generally confirmed those estimates. "But its overwhelming emphasis is diplomatic and economic sanctions". "North Korean missiles are a threat to the region and very destabilizing", Capt. Jeff Davis said during a briefing at the Foreign Press Center.

The missile, called the Hwasong-12, launched at a steep angle from a site northwest of Pyongyang, reached an altitude of 1,242 miles and traveled about 435 miles, landing in the Sea of Japan.

To actually deliver such a missile, Pyongyang would have to have advanced technology in both miniaturizing its nuclear weapons as well as in protecting a nuclear warhead from being destroyed upon re-entry in the earth's atmosphere.
