Opposition group denounces Syria safe zones plan

"Our Turkish counterparts also are the guarantors of the ceasefire so they should work effectively to ensure that the Syrian armed opposition abides by the memorandum signed by Turkey, Iran and Russian Federation", he said.

Rudskoi said that Syrian government troops freed up after the safety zones come into force will be sent to fight IS in central and eastern Syria and along the Euphrates river with Russian air support.

The US involvement in monitoring "depends not only on us", he said. "We refuse any role for Iran and militias affiliated with it".

The countries involved in the de-escalation deal could thwart these plans and encroach on the autonomous regions, Ibrahim said.

The agreement is the latest attempt to reduce violence in the Arab country and would go into effect on Saturday.

Regime backers Russian Federation and Iran and rebel supporter Turkey yesterday signed a deal at talks in Kazakhstan to set up four safe zones in the war-torn country.

Reuters reported that countries such as Iran and Turkey have agreed on Moscow's proposal for the "de-escalation zones".

"The parties also exchanged views on the Syrian crisis, focusing on the decision to establish de-escalation zones, made on Thursday at the Astana meeting", the Kremlin press service added.

Kazakh Foreign Minister Kairat Abdrakhmanov said that next Syria peace talks would be held in Astana in mid-July. He disclosed where "the locations of the "de-escalation zones" are likely to be: Idlib and the Turkmen mountains, parts of Homs governorate, and areas on the outskirts of Damascus-including Ghouta-and in Deraa in the south".

However, Syrian armed opposition's delegation did not sign the memorandum and stormed out in protest against Iran's participation in the deal.

It emerged Friday that the trilateral deal also seeks to ban USA aircraft from flying through the designated areas. "As for the agreements, we are not a party to that agreement and of course we will never be in favour (of it) as long as Iran is called a guarantor state", Abu Zaid said.

Russian Federation proposed the "de-escalation zones", agreed to by Turkish leaders, which acted as a guarantor for a rebel coalition of forces opposed to President Bashar al-Assad's regime.

"If this (negotiating) table does not lead to solutions, we will return to the gun", he said.

Al Jazeera's Stefanie Dekker, reporting from Moscow, said the Russian ministry of defence had set out some of the details that would be established next; including making specific maps of the zones, establishing coordinates, and setting up buffer strips and checkpoints which would allow civilians freedom of movement and the access of humanritarian aid.

Ten days after signing the memorandum, the guarantor states will establish a joint working group, in particular for designating the borders of de-escalation and security zones.
