US State of Arkansas Executes 2 Prisoners in One Night
Apr 27, 2017, 02:14
On Monday night, Arkansas executed two convicted murderers, the first time since the year 2000 a state has meted out the punishment for two inmates on the same day, the New York Timesreported.
Arkansas state carried out two executions on the same day to become the first USA state to put more than one inmate to death on the same day since Texas in 2000.
Arkansas executed Jack Harold Jones on Monday night in the first of two executions scheduled for that evening.
Williams' fatal punishment was initially delayed by a judge over claims that Jones' execution wasn't carried out properly.
KAUFFMAN: Attorneys for Williams said prison personnel in the first execution tried unsuccessfully for 45 minutes to place an IV in Jones's neck, ultimately placing it elsewhere. The eight executions would have been the most by a state in such a short period since the U.S. Supreme Court reinstated the death penalty in 1976.
But in court documents filed earlier this month, Wendy Kelley, director of the Arkansas Department of Correction, said having multiple executions on one night is better than setting separate dates "because the stress is more associated with an execution night than with a specific number of executions". However, four of the eight men received stays or delays of their executions, and their cases will come up for hearing in courts on or after April 30.
Arkansas' last double execution was on September 8, 1999, according to the Department of Corrections. After making a statement, the execution began at 7:06 p.m. His final words were: "I'm sorry". Williams' attorneys argued his weight could complicate his lethal injection. Jones used a wheelchair and he had had a leg amputated in prison because of complications related to diabetes.
Marcel Williams was scheduled to follow Jones. Williams raped two more women, both of whom survived.
Once an execution is scheduled, new legal issues arise, such as clemency appeals and claims of mental illness, impairment or ineffective counsel, among others.
Williams was sentenced to death in 1997 for kidnapping, raping and murdering 22-year-old Stacy Errickson in Jacksonville.
Arkansas Attorney General Leslie Rutledge said that Jack Jones and Marcel Williams, both sentenced to death in the 1990s, were executed by lethal injection after higher courts rejected their final legal appeals.
U.S. District Judge Kristine Baker had said earlier this month that Arkansas' execution protocol doesn't outline what would happen if the inmate were to remain conscious even if given a double dose.
"She was sexually abused in every way possible and as she was suffering he took a cord off a coffee pot and strangled her". Two other drug companies, Fresenius Kabi USA and West-Ward Pharmaceuticals, filed a brief in the inmates' lawsuit arguing contracts prohibit their products from being used in executions. Four days prior, the state executed Ledell Lee, who was convicted of murder in 1993 and maintained innocence until his death. The fourth man, Kenneth Dewayne Williams, is slated to die Thursday. "He was showing signs of consciousness, of movement, up until at least three minutes before they declared him dead".
The nation's first double execution since 2000 was carried out in Arkansas on Monday despite substantial protest and the likelihood that the first execution was botched and inhumane.
I wish I could take it back, but I can't, Williams told the board. "We asked that he call Dina Windle, who was one of Mr. Williams's victims", Kearney said in a statement April 24.
