Trump's hardball tactic on health care may backfire

In exchange for funding Trump's planned wall along the U.S. -Mexico border, congressional Democrats want any ObamaCare overhaul bill to continue to include subsides for health insurance companies that helped low-income people afford health policies.

Any vote on healthcare legislation would be determined by Republican congressional leaders and when they have enough votes to pass a plan, White House spokesman Sean Spicer told reporters at a daily news briefing after U.S. President Donald Trump last week said he was in no rush for a vote.

On Sunday, the president returned to that theme with a new tweet: "ObamaCare is in serious trouble".

The Kaiser Foundation also said it believes the 23 percent increase could be an "underestimate".

The payments are a critical subsidy and the subject of a lawsuit by House Republicans.

Lawmakers have until Friday night to pass a new spending package or the government will shut down on Saturday.

A study by the Kaiser Family Foundation released Tuesday shows the Republican's threat could cost the government $2.3 billion in 2018 and as much as $31 billion over the next 10 years. Sixty-one percent say that Obamacare needs to be kept and improved. (The cost-sharing subsidies, meanwhile, benefit those making 100-250 percent of the federal poverty line). These make health care more affordable for lower-income Obamacare enrollees by reducing their deductibles and co-pays. But in an interview with The Associated Press on Friday, Trump stopped short of demanding that money for the project be included in the must-pass spending bill.

The Post-ABC poll is the first that has measured public attitudes toward the possibility of giving states control over insurance rules covering preexisting medical conditions and the benefits that many health plans must offer.

The potential amendment was brokered by Rep. Mark Meadows, R-N.C., who heads the conservative House Freedom Caucus and Rep. Tom MacArthur, R-N.J., a leader of the moderate House Tuesday Group. In the wake of leadership pulling the American Health Care Act off the floor due to a lack of votes in March, members from the difference factions of the administration - with the help of top administration officials - have renewed their negotiation efforts in an attempt to reach a compromise they can all support.

To compensate, those insurers would have to jack up premiums to cover what they'd spend on helping consumers with deductibles and copayments.
